Invest in more advertising when suitable inquiries are being handled well and the business can serve more customers. Improve follow-up when good opportunities are getting lost after contact. There is no universal percentage of budget that belongs in ads versus follow-up. Make the decision from the constraint in your business and the value of fixing it.
